Invitation to Express Interest in a
Consultancy Services on
The Ethiopia HIV/AIDS Behavioral
Surveillance Surveys (BSS)
The Federal
HIV/AIDS Prevention and Control Office (FHAPCO) has received funds
from Global fund and intends to apply part of the proceeds of this
funds towards to undertake the Ethiopian HIV/AIDS Behavioral
Surveillance Surveys (BSS) in Ethiopia.
THE FHACPO now
invites suitably qualified bidders to submit sealed expression of
interested for study on BSS.
Key
activities:
The consultants
will undertake the following activities as part of the BSSIII:
Design all
survey methods and tools in line with the objectives stated above
and submit to FHAPCO for comment and endorsement, Development of
work plan for field work and submitting to HAPCO for comment and
endorsement, Prepare questionnaire and training manual, Conduct
pretest on data collection instrument, Develop tabulation plan and
formulate dummy tables in consultation with the 1 WG (based on
analysis plan that will be agreed upon Determine sample size, Select
sample Recruit field staff and data collectors Conduct training for
field staff and data collectors in collaboration with FHAPCO and
other partners, Print survey instrument Coordinate and supervise
date collection process Receive, prepare and process, Produce tables
and report writing Participate in the dissemination process.
Qualification
& Work experience:
Technical
capacity of the organization
To undertake
this survey, the organization has to have a minimum of the
following:
a. Experience
in undertaking large scale national survey
i.
Undertaking previous BSS has an added value.
b. Adequate
managerial and organizational capacity
c. Adequate
mix of experienced professional:
i.
A Masters Degree or PhD in Epidemiology, Health Sciences
Evaluation, or a related field;
ii.
A Master Degree or PhD in Behavioral Science, Social Science,
Health or a related filed.
iii.
Experience in undertaking large scale national surveys
iv.
Demonstrated experience in conducting previous BSS as
principal investigator.
Expression of
interest will be evaluated in accordance with the Public Procurement
Proclamation of the Government of the Federal Democratic Republic of
Ethiopia.
Participation is
open to all eligible bidders. Bidders shall present a renewed trade
license for the year 2001 EC and should have consultancy service
registration certificate from the Ministry of Finance and Economic
Development.
Interested
eligible bidder may submit expression of interest to FHAPCO,
including over all company profile, experience in similar
conditions, Brochures and availability of appropriate skills.
Expression of interest must be delivered to the address below at or
before January 26, 2009 at 3:00 P.M. Late submission shall be rejected. Short list consultancy firms will be
invited RFP to submit their technical and financial offer;
