NOTICE OF INVITATION FOR BIDS
1. The
Federal Democratic Republic of Ethiopia (FDRE) has allocated budget
towards the cost of the Mehal Meda-Alem Ketema Road Project, Lot I:
Mehal Meda-72km, and intends to apply part of the proceeds to
eligible payments for the construction works.
2. The
project road is located in the Amhara Regional State. The works
under this contract consists of the construction of the first 72km
road of the Mehal Meda-Alem Ketema road project. The road begins at
the town of Meahal Meda and ends at station 72km+000 traersing
though Zemero town and Zeret village. The road shall be construction
to DS-5 road class (ERA”s Geometric Design Manual-2002) with a
gravel carriageway of 7m including shoulder. The road shall have a
width of 7.0m outside town and 14.0m (including 3.50m parking lane)
within town sections.
The topographic
nature of the project road includes all terrain types varying from
flat to escarpment. The first 55km of the existing road between
Mehal Meda and Zeret is comprised mainly of flat terrain and some
sections traverse though flat to rolling and rolling terrians. The
remaining 17km of the road lies totally and rolling terrians, The
remaining 17km of the road lies totally on the very rugged
escarpment and mountainous terrain. The mountainous and escarpment
terrain has necessisted the installment of more than 240 minor
drainages-RC pipes, box clovers and slab span composition of: 1
*20m RCDG (Reinforced Concrete Deck Girder Bridge), +2*10 RC Slab
(Reinforced Concrete Slab0 +16m RCDG, 1*14M RCDG,; 1*15m span RDCG.
The construction period is estimated to be 36 months including
mobilization.

The Ethiopian Roads Authority now invites eligible bidders,
which fulfill the following requirements, to submit sealed bids for
the construction of the road project mentioned in (1):
a)
In the case of Ethiopian Bidders only, its certificate of
registration from Ministry of Works and Urban Development with
Category GC-I Or RC-I renewed for 2001 EFY and other appropriate
documentary evidence demonstrating the bidder’s compliance which
shall include.
(i)
Its trading license renewed for 2001 EFY. and
(ii)
Its tax clearance certificate valid at bidding and VAT
registration certificate.
b)
In cash of Bidders other than Ethiopians: business
organization registration certificate or trade license issued by the
country of establishment.
4. Bidding
will be conducted though the National Competitive Bidding (NCB)
procedures specified in the bidding documents and is open to all
eligible bidders.
5. Interested
eligible bidders may obtain further information and inspect the
bidding documents at the Ethiopian Roads Authority at the address
given below (Address 1) form 8:30 to 12:30 A.M. and 1:30 to 5:30
P.M. from Mondays to Thursdays and 8:30 to 11:30 A.M. and 1:30 P.M.
to 5:30 P.M. on Fridays local time. A complete set of bidding
documents in English may be purchased by interested bidders as of
January 29, 2009 at the address below (Address 2) upon presentation
of the document mentioned under item (3) above and a written
application to the same address (Address 2) and upon payment of a
non-refundable fee of Birr 750.

6. Bidders
shall submit two envelopes, the first envelope labeled
“Qualification Information and Bid Security”, and the second
envelope “Financial Bid”, separately sealed and the two envelopes
sealed in another outer envelope.
7. Evaluation
is to be carried out in two stages, Qualification Information first
and Financial Bids of qualified Bidders next.
8. Bids
must be delivered to the address below on or before February 24,
2009 at 2:30 P.M. All bids must be accompanied by a bid security of ETB 100,000.00. Late
bids will be rejected. One Original and four Copies of the bids have
to be submitted. The Qualification information and Bid Security will
be opened in the presence of bidders/representatives who choose to
attend at, the address below immediately after the deadline for
submission of bids.
