Procurement of 2x30MW Diesel Power Plants at Rental basis for Thermal Power Generation 

1.      This Invitation for Bids follows the General Procurement has obtained for a credit from the International Development Business, dated July 7, 2007.

2.       The Federal Democratic Republic of Ethiopia has obtained for a credit from the International Development Association (IDA) towards the cost of Electricity Access (Rural) Expansion Project Phase II, and it intends to apply part of the proceeds of this credit to payments under the Contracts for 2x30MW of Thermal Power (in two lots) on Rental basis for at least 16 hours operation per day for a period of six (6) months with possible extension.

3.      The Ethiopian Electric Power Corporation (EEPCo) on behalf of the Federal Democratic Republic of Ethiopia now invites sealed bids from eligible and qualified bidders for the provision of thermal generation capacity of not less than 30MW of Thermal Power for each lot, for a six (6) months period of operation which will commence within thirty (30) days after the effectiveness of the contract.

4.      Bidding will be conducted though International Competitive Bidding (ICB) procedures specified in the Eligible Source Countries as defined in the Guidelines.

5.      The Contract shall be executed in two lots as follows.

1. Lot 1 net 30 MW diesel Power rental at Muger Site
2. Lot 2 net 30 MW diesel power rental at Mekanissa Site.

7.      Interested eligible bidders may obtain further information from Ethiopian Electric Power Corporation and inspect the Bidding Documents at the address given below from 08:00 to 17:00 hours of official working days.

8.      A compete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee or Ethiopian Birr 400 (Birr Five Hundred) starting from January 26, 2009. The method of payment will be cash or telephonic transfer. A Pre-Bid Conference shall be held in the EPPOCO Club at Mexico Square, Addis Ababa at 9:30 A.M. on February 23, 2009.

9.      Bids must be delivered to the address below at or before 12:00 noon on March 9, 2009. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the Bidders/representatives who choose to attend in person at the EEPCO Club at the address below (location of bid opening) at 1:00 P.M. on March 9, 2009. All bids must be accompanied by a Bid Security of United Sates Dollars Two Hundred Thousand (US$200,000) or an equivalent amount in a freely convertible currency.
