IFB Title –Deep Well Drilling & Construction
1. The
Oromia Regional State through the Government of Ethiopia has
received grant from the African Development Bank toward the cost of
the Water Supply and Sanitation project and it intends to apply par
of funds to cover eligible payments under the Contract for Deep
Well Drilling and Construction.
2. The
Oromia Regional Water Resource Bureau now invites sealed bids from
local eligible bidders for the construction of 3 Deep wells in
one contract :

3. The
award will be decided on presence of drilling machine. No bidder
will be awarded the contract in the absence of appropriate drilling
rig.
4. Bidding
will be conducted through the National Competitive Bid ding (NCB) a
procedure specified in the Africa Development Bank’s Guidelines, and
is open to all bidders from eligible National Competitive Bidders as
defined in the Guidelines.
5. Bids
must be valid for a period of ninety (90) days after Bid opening
Bids must be accompanied by bid security of at least not than 1% of
the bid price in Ethiopian Birr. They shall be delivered to Oromia
Regional Water Resources Bureau,4th floor, Room number
403. Finfinnee, and telephone number 251-16558374 on or before 2:00
PM, March 3,2009. Bids shall be opened at 2:30 March 3, 2009 in the
presence of the bidders who wish to attend. Electronic bidding will
not be permitted. Late bids will be rejected.
6. Minimum
qualification required for the award of single or multiple contracts
include the following: (i) ownership (or existing lease) of a
suitable drilling rig, (ii) completion of at least two borehole
construction contracts of similar size in each of the last one year.
(iii) annual average turnover equivalent to the bid price, (iv)
liquid assets of at least 1/8 the contract value and (v) experienced
drilling team. Additional details are provided in the Bidding
Documents.
7. A
complete set of Bidding Documents in English may be purchased
directly from the Water resources Bureau upon payment of a
non-refundable fee for all lots Birr 300.00 by interested bidders on
submission of a written application to the address indicated below.
8. Bidders
should present renewed license, VAT registration, Tax Registration
No. & certificate from MWR.
9. Oromia
Regional Water Resources Bureau reserves the right to reject all or
part of the bid.
