NOTICE OF INVITATION FOR BIDS
1. The
Federal Democratic Republic of Ethiopia (FDRE) has allocated budget
towards the cost of the Sawla-Maji Road project, Lot :I Sawla-Laska,
and intends to apply part of the proceeds to eligible payments for
the construction works.
2. The
project is located in south-western part of Ethiopia in the Southern
Nations, Nationalities and peoples’ Regional State (SNNPRS). The
work consists of construction of gravel surfaced( approximately
52km) road from its present condition(RR50 to DS6 gravel surfaced
road standard. The starting point of the project road is at Sawla
town (0696553N,0265042E, and Elev1352mamsl) at a culvert at the
outskirt of the town, and proceeds in the south direction ending at
Laska town. The road will have a 7m wide carriageway and no shoulder
and parking lot width on both sides in rural section while in town
sections the carriageway and parking lane is 13m. The town section
will also have pedestrian walkway of 2.5m and side ditches on both
sides of the road.
The road segment predominantly
traverses through escarpment and mountainous terranin (about 63% of
the total length )which is characterized by sharp horizontal curves
and steep vertical grades and rolling and flat terrain which account
for about 37% of the length of the road.
3. The
Ethiopian Roads Authority now invites local eligible bidders, which
fulfill the following requirements, to submit sealed bids for the
construction of the road project mentioned in (1)
a) The
bidders shall have a certificate of registration from Ministry of
Works and Urban Development with Category GC-I or RC-I renewed for
2001 EFY and other appropriate documentary evidences demonstrating
the bidder’s compliance which shall include:
i) Its
trading license renewed for 2001 EFY: and
ii)
Its tax clearance certificate valid at bidding and VAT
registration certificate valid at bidding and VAT registration
certificate.
4.
Bidding will be conducted through the National Competitive
Bidding (NCB) procedures specified in the bidding documents and is
open to all local eligible bidders.
5. Interested
eligible bidders may obtain further information and inspect the
bidding documents at the Ethiopian Roads Authority at the address
given below (Address 1)from 8:30 to 12:30 A.M and 1:30 to 5:30P.M. from Mondays to
Thursdays and 8:30 to 11:30A.M. and 1:30 P.M. to 5:30 P.M. on
Fridays local time. A complete set of bidding documents in English
may be purchased by interested bidders as of March 11, 2009 at the
address below (Address 2) upon presentation of the documents
mentioned under item(3) above and a written application to the same
address(Address2) and upon payment of a non-refundable fee of Birr
750.

6. Bidders
shall submit two envelopes, the first envelope labeled
“qualification information and Bid Security” and the second envelope
“Financial bid” separately sealed and the two envelope ”Financial
bid separately sealed and the two envelopes sealed in another outer
envelope.
7. Evaluation
is to be carried out in two stages, qualification information first
and Financial Bids of qualified Bidders next.
8. Bids
must be delivered to the address below on or before April 14,2009 at
2:30 P.M All bids must be accompanied by a bid security of ETB 100,000.00 Latte
bids will be rejected. One Original and Four copies of the bids have
to be submitted. The Qualification information and Bid Security will
be opened in the presence of bidders/representatives who choose to
attend at the address below immediately after the deadline for
submission of bids.
