1.       This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue No. 679 of 16 May 2006.

2.       The Federal Government of Ethiopia has received for a credit form the International Development Association toward the cost of Electricity Access (Rural) Expansion Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for procurement of Street Lighting Luminaries and Fittings, tender No. EAREP 1/2001.

3.      The Ethiopian Electric Power Corporation (EEPCO) now invites sealed bids form eligible and qualified bidders for the procurement of 5725 street lighting luminaries (High Pressure Sodium or alternatively Compact Fluorescent Lamps) and associate fittings which shall be delivered to the following four Final Destiantions: Adwa, Bitchena, Chedo and Shashemene.

4.      Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders form Eligible Source Countries as defined in the Guidelines.

5.      Interested eligible bidders may obtain further information form and inspect the Bidding Documents at the address below (Address 1) from 8:00 A.M. up to 5:00 P.M form Monday to Friday.

6.      To qualify for award of contract a bidder should demonstrate that its average annual turnover for the last five years is at least equivalent to USD 2 million. A bidder should also demonstrate that (I) the manufacturing facility has an ISO quality management certificate to manufacture the specified goods, and that (ii) the bidder has supplied at least two contracts similar in nature and equivalent to the bid price in the past five years.

7.      A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address below (Address 2) and upon payment of a non-refundable fee ETB 300 or in USD 30 from the Ethiopian Electric Power Corporation, Procurement Division, Head Office starting from 17 March 2009. The method of payment shall be in cash or cashier’s cheque.

8.       The bidding document may also be sent by airmail or carrier service for overseas bidders who cover all carrier costs in addition to the above fee.

9.       Bids must be delivered to the Address 2 below at or before April 28, 2009 at 14:00 hours. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders/representatives who choose to attend in person. Bids will be opened in the presence of the bidders/representatives who choose to attend in person. Bids will be opened at EEPCO Employee Club, Mexico square on April 28, 2009 at 15:00 hours. All bids must be accompanied by a Bid Security not less than ETB 270,000 or equivalent amount in a freely convertible currency.
