1. The
Road Fund of the Federal Democratic Republic of Ethiopia has
allocated sufficient budget to wards the cost of routine maintenance
works of the following eighteen (18) Labour-Based road projects, and
intends to apply part of the proceeds to eligible payments of Labour
–Based maintenance contracts.

2. The
Ethiopian Roads Authority now invites bidders to submit sealed bids
for providing the necessary labour and tools for the routine
maintenance of the above Labour-Based road projects.
3.
Interested Bidder shall submit the following evidence:
Certificate of registration from
Ministry of Works and Urban Development or other appropriate
regional bureaus with category BC-5 or GC -5 and below, renewed for
2001 EFY and other appropriate documentary evidence demonstrating
the bidder’s compliance which shall include:
i) Its
trading license renewed at least for EFY 2001 and suppliers
registration certificate; and
ii) Its
tax clearance certificate valid at submission of bids and VAT
registration certificate
4. The
works under this contract requires Labour-Based routine road
maintenance with the quality and specification as depicted in the
bidding document.
5. Bidding
will be conducted through the National Competitive Bidding (NCB)
Procedures Specified in the bidding documents and is open to all
eligible bidders who have undergone Labour-Based road maintenance
training or who have carried out Labour-Based road maintenance
works.
6. A
bidder can bid for anyone or for all the projects but can be awarded
for only a maximum of two projects.
7.
Interested eligible bidders may obtain further information
from and inspect the bidding documents at the address given below
from 8:30 to 12:30 A.M and 1:30P.M to 5:30 P.M from Monday to Friday local time. A complete set of bidding documents
prepared in English language may be purchased by interested bidder
on the submission of a written application to the address below and
upon payment of a non-refundable fee of ETB 150 starting from
May 18, 2009. The method of payment
of payment shall be in cash or direct deposit to ERA’s account

8. Bidders
shall submit two envelopes, “Post Qualification Application & Bid
Security” in one envelope and “Financial offer” separately in the
second envelope and should be sealed in an outer envelope.
9. Evaluation
is to be carried out in two stages, evaluation of Qualification
Information first and evaluation of Financial Bids of qualified
bidders next.
10. Bids
must be delivered to the address below on or before
June 18, 2009 at 2:30 PM. each
bids must be accompanied by a bid security of ETB 5,000.00. Late
bids will be rejected. The Post Qualification Information will be
opened immediately after the deadline for submission of bids in the
presence of bidders/representatives who choose to attend, at the
address below.

11. The
