NOTICE OF INVITATION FOR BIDS
(National Competitive Bidding)
1. The
Federal Democratic Republic of Ethiopia (FDRE) has allocated budget
towards the cost of the May Tsebry-Dima-Fiyel Weha-Abi Adi –Hawxen
Road Proejct, Contract 2: Dima (km 75.6) –Fiyel Weha (km 162.2), and
intends to apply part of the proceeds to eligible payments for the
construction works.
2. The
project is located in northern part of Ethiopia, in the Tigray Regional State. The work
consists of construction of 87km of the road from Dima to Fiyel Weha
of the May Tsebry-Dima-Fiyel Weha-Abi Adi-Hawxen Road Project. The
section is a new road with a DS5 road class (ERA’s Geometric Design
Manual-2002). The upgraded road shall have a cross-section width of
7.0m outside town (with out shoulder) and 13m width (including 3m
parking lane) within town sections. The formation of the road is
17.5cm-20cm gravel wearing course and 7.5cm -10cm improved sub grade
layer. The road traverses mainly though rolling to mountainous
terrain. There is an existing earth track for certain portions of
the road, No drainage structures of any kind (bridges and minor
structures) exist along the track.
3. The
Ethiopian Roads Authority now invites eligible bidders, which
fulfill the following requirements, to submit sealed bids for the
construction of the road project mentioned in (1).
a)
In the case of Ethiopian Bidders only, its certified of
registration from Ministry of Works and Urban Development with
Category GC-I or RC-I renewed for 2001 EFY. and other appropriate
documentary evidences demonstrating the bidder’s compliance which
shall include:
(i)
Its trading license renewed for 2001 EFY. and
(ii)
Its tax clearance certificate valid at bidding and VAT
registration certificate.
b)
In case of Bidders other than Ethiopians; business
organization registration certificate or trade license issued by the
country of established

Bidding will be conducted through the National Competitive
Bidding (NCB) procedures specified in the bidding documents and is
open to all eligible bidders.
5.
Interested eligible bidders may obtain further information
and inspect the bidding documents at the Ethiopian Roads Authority
at the address given below (Address 1) from 8:30 at 12:30 A.M to 11:30A.M and 1:30 P.M to 5:30P.M on Fridays local time. A complete set of bidding documents
in English may be purchased by interested bidders as of may 25,2009
at the address below (Address 2) upon presentation of the documents
mentioned under item (3) above and a written application to the same
address (Address 2) and upon payment of a non-refundable fee of Birr

6. Bidders
shall submit two envelopes, the first envelope labeled
“Qualification Information and Bid Security”, and the second
envelope “Financial Bid”, separately sealed and the two envelopes
sealed in another outer envelope.
7. Evaluation
is to be carried out in two stages, Qualification Information first
and Financial Bids of qualified Bidders next.
8. Bids
must be delivered to the address below on or before June 30, 2009 at
2:30 P.M. All bids must be accompanied by a bid security of ETB 100,000.00. Late
bids will be rejected. One Original and four Copies of the bids have
to be submitted. The Qualification of information and Bid Security
will be opened in the presence of bidders/representatives who choose
to attend, at the address below immediately after the deadline for
submission of bids
