For Supply, Training and installation
of Solar Photovoltaic
Systems For Rural Health Post in North Gondar Zone
1. The
Amhara National Regional State (ANRS) Bureau of Health has received
a financial assistance from Provincial Government of Lower Austria (PGLA)
in collaboration with the Austrian Development Agency (ADA) for
electrification o 31 rural health posts in North Gondar Zone. The
support will be used to purchase and install solar home systems (SHS)
for lighting, vaccine refrigerators audio equipment and solar
lanterns. The grant also covers the cost of other related services
such as transportation of equipment, training and some other
miscellaneous expenses.
2. The
ANRS Bureau of Health now invites sealed bids from eligible bidders
for the supply, transportation and Installation and installation of
sets of photovoltaic systems as per the specifications and
destinations outlined in this bid document of sections III, IV and
V. Bidders are also required to organize and conduct a solar PV
system training to a group of experts and technicians from the
regional bureau and zonal offices. The training will be conducted in
Gondar. See details in Section VII. The bidders are, therefore,
require to clearly and separately state their quotations for supply
of equipments, installation services, and transportation of
equipments to final destination and for training. The technical and
financial document its copies should be delivered separately
enclosed in a wax-sealed envelope and those bidders that qualify the
technical evaluation will be considered for financial evaluation.
3. Bidders
are invited to bid for all components as stated in paragraph number
2 of this section above-only bids that contain 100% of the items
stated above will be evaluated. Once the bid is evaluated based on
quoted prices the winner of the bid is Free to offer a discount.
Bidders are free to offer a discount in case they are awarded a
contract.
Bidders should not that there will be
two different packages of systems as per requirements of the health
post. Some health posts will be supplied with Package 1. and the
other for Package 2. Details of the items in each package are
presented in Section III.
4. Bidding
will be conducted through Local competitive Bidding.
5. Interested
eligible bidders may obtain further information from the Bureau of
Health in Biahir Dar during working hours at an address given below
(Para 9).
6. Interested
bidders are required are required to enclose their Tax
Identification Number (TIN), VAT registration certificate and a
valid trade license with their bid document.
7. The
Bid Document can be purchased by interested bidders from the ANRS
Bureau of Health upon payment of a non-refundable fee of ETB 100.
The method of payment will be only in cash.
8. Bids
must be delivered to the address below on or before the 20th
calendar at day on or before 2:00 A.M and will be opened at
the 20th calendar day at 2:30 A.M on _______ Date,
_______ month, 2009 Late Bids will be rejected. Bids will be opened
in the presence of bidders or their representatives who choose to
attend in person at the specified pace date and time (section C,
par. 11.3). All bids must be accompanied by Bid Security which
Amount to 1% of the total bid price quoted by the bidder. The offer
should be valid for 180 days from the bid opening date.
