1. The
Federal Democratic Republic of Ethiopia (FDRE) has allocated budget
towards the cost of the under listed projects and intends to apply
part of this budget to payments under these contracts.

2. The
projects are located in Afder Zone of Somali Regional State in South
Eastern Ethiopia. The roads shall be deigned and constructed to DS5
road class (ERA’s Geometric Design Manual-2002) with a gravel
carriageway of 7m including shoulder. The road shall have a width of
7.0m outside town and 14.0 m (including 3.5 m packing lane) within
town. The topographic nature of the project road includes varying
from flat to gently sloping terrain.
3. The
Ethiopian Roads Authority now invites eligible bidders, which
fulfill the following requirements, to submit sealed bids for the
design and construction of the road project mentioned in item No.(1)
above:-
a) The
bidders shall have a certificate of registration form Ministry of
Works and Urban Development with Category GC-1 or RC-I renewed for
2001 EFY. And other appropriate documentary evidences demonstrating
the bidder’s compliance which shall include:-
(i) Its
trading license renewed for 2001 EFY; and
(ii) Its
tax clearance certificate valid at bidding and VAT registration
certificate.
b) In
case of bidders other than Ethiopians; Business Organization
Registration Certificate or Trade License issued by the Country of
establishment.
4. Bidding
will be conducted through the National Competitive Bidding (NCB)
procedures specified in the bidding documents and is open all
eligible bidders.
5. Interested
eligible bidders may obtain further information and inspect the
bidding documents at the Ethiopian Roads Authority at the address
given below (Address 1) from 8:30 to 12:30 A.M. and 1:30 to 5:30
P.M. from Mondays to Thursday and 8:30 to 11:30 A.M. and 1:30 P.M.
to 5:30 P.M. on Friday local time. A complete set of bidding
documents in English may be purchased by interested bidders as of
November 16, 2009 at the address below (Address 2) upon presentation
of the documents mentioned under item (3) above and a written
application to the same address (Address 2) and upon payment of a
non-refundable fee of Birr 750 per contract.

6. Bidders
shall submit two envelopes, the first envelope labeled
“Qualification Information and Bid Security”, and the second
envelope “Financial Bid”, separately sealed and the two envelopes
sealed in another outer envelope.
7. Evaluation
is to be carried out in two stage, Qualification Information first
and Financial Bids of qualified Bidders next.
8. Bids
may be submitted for either or both contracts of Hargele-Dolobay
road project to fulfilling of the qualification criteria for
individual and multiple contract criteria specified in eh Bidding
Document.
9. Bids
must be delivered to the address below on or be before
January 28, 210 at 2:30 P.M. All
bids must be accompanied by a bid security of ETB 100,000.00 for
each contract. Late b ids will be rejected. One Original and four
Copies of the bids have to be submitted. The Qualification
information and Bid Security will be opened in the presence of
bidders/representatives who choose to attend. at the address below.
