1. This
invitation for Bids follows the General Procurement Notice (GPN) for
the program that appeared in Development Business, issued No.
3405769 of 24 December 2008.
2. The
Federal Democratic Republic of Ethiopia has received a
credit/Financing from the International Development Associations
(IDA), the Fast Track Initiative Catalytic Fund (FTI CF) and other
development partners-the Netherlands, UK Department for
International Development (DFID), Italian Development Cooperation
and Finland through a Multi-Donor Trust Fund toward the cost of the
GEQIP Project and it intends to apply part of this proceeds to
payments under the Contract for procurement of the textbooks and
teacher guides listed below.
3. The
Ministry of Education (MoE) now invites sealed bids from eligible
bidders for Development, Printing and Distribution of textbooks and
teacher guides for the following subjects and grades:

4. Bidding
will be conducted though International Competitive Bidding (ICB)
procedures specified in the World Bank Guidelines: “Guidelines:
Procurement Under IBRD Loans and IDA Credits” dated May 2004,
received October 2006; and is open to all bidders form eligible
source countries as defined in the Guidelines.
5. Interested
eligible bidders may obtain further information from Ministry of
Education, Procurement Sub-Process, MoE Head Office Building, Room
No.21, Arat Kilo, Addis Ababa and inspect the Bid Document at the
address given below from 8:30 A.M. to 12:30 A.M. and 1:30 P.M. to
5:30 P.M. from Monday to Thursday and From 8:30 A.M. to 11:30 A.M.
and 1:30 P.M. to 5:30 P.M. on Fridays, local time.
6. Qualification
requirements include: minimum three years general experience in
Development, Printing and Distribution of textbooks and specific
experience of successful completion of at least two similar
contracts within the last five years, as specified in the Bid
Documents, A margin of preference of goods manufactured domestically
shall be applied. Additional details are provided in the Bid
Document.
7. A
complete set of bidding documents in English may be purchase by
interested bidders on the submission of a non-refundable fee ETB 250
or USD 20 for the Bid Documents and ETB 250 or USD 20 for each lot
of syllabi. The method of payment shall be in cash or cashier’s
cheque payable to the MoE.
8. Bids
must be delivered to the address below at or before, 2:00 P.M.
Wednesday 13 January 2010. Electronic bidding will not be permitted.
Late bids will be rejected. Bids will be opened in the presence of
the bidders/representatives who choose to attend in person at the
address below at 2:30 P.M. Wednesday 13 January 2010.
9. All
bids must be accompanied by a bid security of USD or an equivalent
amount in a freely convertible currency for the amount/s specified
in the Bid Document. The bid security shall be in the form of a
certified cheque, letter of credit or bank guarantee from a
reputable banking institution. Bid security in the form of an
insurance bond shall not be accepted.
10. A
Pre-Bidding Conference will be held at the Ministry of Education,
Arat Kilo, Addis Ababa, Ethiopia, on Friday
11 December 2009. All Bidders who have purchased Bid Document will
receive a written invitation to attend the Pre-Bidding Conference.
