Notice of Invitation for Consultancy
Services for
Supervision of Road Maintenance Program for Oromia
Rural & Urban Road Agencies
1. The
Office of the Road Fund Administration of the Federal Republic of
Ethiopia has allocated budget toward the Cost of Consultancy
Services for the Maintenance Program for Oromia Rural & Urban Road
Agencies.
2. The
Oromia Road Authority (ORA) Authorized as Representative of the
Office of the Road Fund Administration of the Federal Republic of
Ethiopia invites all local, eligible consultants category 3 & above
registered at the Ministry of Infrastructure Development under the
prevailing finance regulation issued the Council of Ministries and
Registered for VAT.
3. Bidders
should submit currently renewed license and Registration Certificate
from Ministry of Finance and Economic Development. Tax payer
Identification Number (TIN) and also respective Inland Revenue
Authority.
4. Interested
eligible bidders may obtain further information from ORA Head Office
Addressed below.
5. A
complete set of bidding document (Request for proposal/RFP) may be
purchased by any interested eligible bidders on the submission of a
written application form ORA Head Office Addressed below upon
payment of non-refundable fee, Ethiopian birr 300.00 (Three Hundred
Birr) only.
6. The
Technical Proposal and Financial Proposal for consulting services
should be prepared in one Original and Three photocopies to be
sealed one envelope while the third photocopy will be sealed in
another envelopes separately and labeled as “ORIGINAL AND TWO
PHOTOCOPIES” and “ONE PHOTOCOPY” as appropriate and must be place
din the bid box along with a bid security in an acceptable form from
Bank amounting ETB 100,000 (Hundred Thousand Birr) on or before
December 4, 2009 at 3:30 P.M. at the same address shown below.
7. Bidders
must meet the minimum qualification criteria for their Financial
Proposal to be opened. Unqualified Bidders’ Financial Proposal will
be returned unopened to the Bidder.
8. Technical
proposals will be opened in the presence of the Bidders or their
authorized representatives, who choose to attend, on December 4,
2009 at 3:30 P.M. at the address mentioned below.
9. Financial
Proposal of qualified bidders will opened at the same place on
December 19, 2009 at 3:30 P.M.
10. A
Proposal, which is received late, will be returned unopened to the
respective Consultant.
11. The
employer, reserves the right to reject any or all bids.
