Ref: The Project for Construction of
Primary Schools at Shawa North (for Phase I) and Hararge West (for
Phase II) in Oromia Region
Government of the Federal Democratic of Ethiopia (hereinafter
referred to as “the Recipient”) has received Grant Aid from the
Government of Japan as per the Exchange of Notes dated 4th
of December 2007 (hereinafter referred to as “the E/N”) for the
purchase of products and services necessary for the execution of the
Program by the Federal Democratic Republic of Ethiopia for Community
Empowerment (hereinafter referred to as “the Program”) which
includes the Project for Construction of Primary Schools in Oromia
Region and intends to apply a part of the fund of the Grant Aid to
eligible payments under the Contract (s) for which this Request for
Proposal is issued. Under the Program, Japan International
Cooperation System (JICS) (hereinafter referred to as “the
Client”) acts as an implementing agent for and on behalf of the
Recipient to procure the soft component services utilizing the funds
available in accordance with the E/N. The Client is also delegated
to conclude the contract with the Contractor and to make a payment
to the Contractor.
Outline of the Project
The goal of this Project is to
improve access to primary education in Oromia Region through
construction of school facilities in two zones (Shawa North and
Hararge West). The number of schools is set 21 in Shawa North and 10
in Hararge West. This Project consists of three components: (1)
School facility construction, (2) Procurement of furniture, and
(3) Soft Component for facility maintenance. This Bid concerns the
service of (3). The Soft Component aims that stakeholders of
primary schools, namely, teachers, members of Parents and Teachers
Association (PTA), and members of Kebele Education Training
Management Board (KETMB) analyze the present conditions and problems
about (1) facility maintenance, (2) cleaning, and (3) latrine use
stakeholders will b3e enlightened on facility maintenance. For the
sake of effective execution, the Soft Component activates will be
implemented by outsourced entity.
Scope of Works
Oromia Education Bureau (OEB) is
Recipient of this Project and the main implementation body of this
Soft Component. The Entity shall sign a contract with the Client and
the Client supervises the Soft Component. The Entity implements the
Soft component under the supervision of the Recipient and the
Client. The Entity is expected to assist the Recipient (Zone
Education Office: ZEO/ Woreda Education Office: WEO) in logistics
arrangement, to prepare necessary documents, to assist in conducting
activities, to prepare reports, to coordinate activities and so on.
Client invites all eligible Bidders as below: A Bidder shall,
1. have his head office and/or branch
offices registered in Ethiopia.
2. have at least one profit-earning
year for the last three years.
3. have an experience of relevant
services (facility maintenance for schools and so on) for the last
eligible Bidders may obtain a complete set of the Request for
Proposal upon payment of non-refundable fee of Birr Five Hundred
(500) at the client office addressed below.
Bidder shall furnish a Bid security in the amount of Birr Ten
Thousand (10,000) in the form of CPO to be addressed to the Client.
Client reserves the right to reject any or all Bidders.
