IFB Title:      Bid for the supply of IT Infrastructure

1.      This invitation for Bids follows the General Procurement Notice (GPN) for the program that appeared in Development Business, issued No. 3405769 of 24 December 2008.

2.      The Federal Democratic Republic of Ethiopia has received a credit/ financing from the International Development Association (IDA), the Fast Track Initiative Catalytic Fund (FTI CF) and other development partners (Netherlands, UK Departement for International Development (DFID , Italian Development Cooperation, and Finland) through a Multi-Donor Trust Fund toward the cost of the GEQIP Project and it intends to apply part of this proceeds to payment under the  Contract for the Supply of IT Infrastructure Tender  No. MOE/GEQIP/ICB/G-30/09.

3.      The Ministry of Education (MoE) now invites sealed bids from eligible bidders for the Supply of IT Infrastructure Tender No. MOE/GEQIP/ICB/G-30/09.

4.      Bidding will be conducted through International Competitive Bidding (ICB) procedures specified in the World Bank Guidelines: “Guidelines: Procurement Under IBRD Loans and IDA Credits”  dated May 2004, revised October 2006: and is open to all bidders from eligible source countries as defined in the Guidelines.

5.      Interested eligible bidders may obtain further information from Ministry of Education; Procurement Sub-Process; The Ministry’s head office Old Building, Room No. 21 and inspect the bidding documents at the address given below from 8:30a.m. to 12:30 a.m. and 1:30 p.m. to 5:30 p.m. from Mondays to Thursdays and From 8:30 a.m. to 11:30 a.m. and 1:30 p.m. to 5:30 p.m. on Fridays, local time.

6.      Qualification requirements include: Minimum five years general experience in supply of IT Infrastructure and specific experience of successful completion of at least three similar contracts within the last five years. A margin of preference for goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Document.

7.      A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the office below upon payment of a non refundable fee ETB 125 or USD 10. The method of payment shall be in cash or cashier’s cheque to the MoF.

8.      Bids must be delivered to the address below at or before, 10:00a.m. Monday 21 December 2009. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of  the bidders’ representatives who choose to attend in person at the address below at 10:30 a.m. Monday 21 December 2009. All bids must be accompanied by a bid security of USD 10,000 or an equivalent amount in a freely convertible currency. The bid security shall be in the form of a certified cheque, latter of credit or bank guarantee from banking institution counter guaranteed by the local bank. Bid security in the form of insurance bond shall not be accepted. A Pre-Bidding Conference will be held at the Ministry of Education, Arat Kilo, Addis Ababa, Ethiopian on Friday 27 November 2009. All Bidders who have purchased Bid Documents will receive a written invitation to attend the Pre-Bidding Conference.
