1.      The Ethiopian Electric Power Corporation (herein referred to as the Corporation) as executing agent on behalf of the Federal Government of Ethiopia is intending to HALELEWERABESA Hydro Electric Power Project. The Employer thus invites sealed bids from eligible bidders entirely responsible for Consultancy Services of EPC Contract Management responsible for Consultancy Service of EPC Contract Management of HALELE-WERABESA Hydroelectric Power Project as per details requirements in the TOR. The Contract period for stage I (96MW) and Stage II (326 MW) of the total capacity 422MW will be Six years and additional one year for defects liability period.

The Halele-Werabesa Hydropower project is located near to Welkite town some 170 Km (air distance) West-southwest of Addis Ababa. The national highway linking Addis Ababa to Jimma runs through Welkite Town.

2.      All interested and eligible Bidders are invited to this tender and a complete set of tender documents (hard Copy) could be purchased against payment of Birr 1,500 (Birr One Thousand Five Hundred) from:

3.      To qualify for the tender, Consultants should have enough experience in rendering consultancy Service for EPC contract management of hydro power plants and also have enough experience in design, supervision and commissioning of hydroelectric power plants of similar nature and complexity.

4.      Bidding shall be conducted through international competitive bidding procedures. The Corporation reserves the right to qualify the bidder offering the lowest evaluated bid price.

5.      Offers should be delivered to the address mentioned under paragraph 2 on or before 30 October 2009, 12:00 noon local time. Offer will be opened on 30 October 2009, 2:30 local time at EEPCo.  Club, Mexico square Addis Ababa.

6.      The Bid should be accompanied with bid security USD 150,000, or equivalent, counter guaranteed by Commercial Bank of Ethiopia, which should be valid 30 days beyond the validity of the tender. A tender submitted without fulfilling these requirements will be rejected. The Tender Guarantees will be discharged when the successful bidder has signed a contract agreement.

A successful bidder should also submit 3% performance guarantee which should be count3er guaranteed by Commercial Bank of Ethiopia with in one month after signing of the contract.

7.      The Bidders should fill the required Man-Month amount for Home office staff, Mission staff and Field staff. The Home Office Staff man-month should not exceed 25% of the total work Man-Month and this is one of the evaluation criteria.

8.      There will not be any advance payment in foreign and/or local currencies.

9.      The contract is foxed price bases; there will not be adjustment for price escalations. Beside the interest rate for payments to be made in USD is as per the annual discount rate published by the consultantís country central Bank lending rate plus 1%, but for the local Currency it is as per the annual discount rate published by the National Bank of Ethiopia.

10.  Taxes: The Consultant expatriates should be registered and get work permit as per the Laws of Ethiopia. Besides, if the Consultant expatriates export and import annual materials and/or goods for themselves which is not related to the work, they should pay taxes according to the rules of the Country. The Consultant shall also be registered and should have TIN number (Tax Identification Number).

11.  This Tender should be valid up to 30 April, 2010

12.  The corporation reserves the right to reject any or all bids.
