1.      This invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business issue No. 679 of June 7, 2007.

2.      The Federal Government of Ethiopia has received a credit from the International Development Association toward the cost of Electricity Access Rural Expansion Project II, and it intends to apply part of the proceeds of this credit to payments under the Contract for procurement of distribution materials tender No. WB EAREP II 1/2001- Lot 1 and Lot 2.

3.      The Ethiopian Electric Power Corporation now invites sealed bids from eligible and qualified bidders for:

a.      Procurement of transformer under tender No. WB EAREP II 1/2001- Lot 1 & Lot 2

b.     Procurement of conductors under tender no. WB EAREP II 2/2001, Lot 1 & Lot 2.

Bidders are invited to bid for one or multiple lots of their choice and the lots are listed below

1.       WB EAREPII 1/2001 Lot 1- Supply of Distribution Transformers

2.       WB EAREPII 1/2001 Lot 2- Supply of Distribution Transformers

1.       WB EAREP II 2/2001 Lot -1 Supply of AAAC Conductor

2.       WB EAREPII 2/2001 Lot 2- Supply of AAAC Conductors

4.      Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, dated may 2004, revised October 2006 and is open to all bidders for Eligible Source Countries as defined in the Guidelines.

5.      Interested eligible bidders may obtain further information from and inspect the Bidding Documents  at the address below (address 1) from 9:00 a.m. up to 5:00 p.m. from Monday to Friday starting from September 23, 2009

6.      A margin of preference for eligible Domestic manufacturers shall be applied. Additional details regarding qualification requirements are provided in the bidding documents. Bidders shall have five years minimum average annual turnover of two times of the bid price and general experience of 5 years with completion of two similar contracts of comparable nature and amount.

7.      A complete set of Bidding Document in English may be purchased by interested bidders on the submission of a written Application to the address below (address 2) and upon payment of a non-refundable fee ETB 600.00 or in USD 50 from the Ethiopian Electric Power Corporation, Foreign Procurement Team, UEAP office. The method of payment shall be in cash or cashier’s cheque.

8.      The bidding document may also be sent by courier to interested applicants up on payment of ETB 500 or USD 40.

9.      Bids must be delivered to the address below (address 2) at or before November 10, 2009 at 2:00 p.m. Electric bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders/representatives who choose choose to attend in person. Bids will be opened at UEAP Office, Foreign Procurement Team, Dembel City center, 11^th floor, Room No. 1112D on November 10, 2009 at 2:30 p.m. All bids must be accompanied by a Bid Security not less than the amount as indicated below in Ethiopian Birr or in its equivalent in any freely convertible currency.
