Bahir Dar University (BDU) in  collaboration with the Royal of  Technology (KTH) is implementing an institutional  development  project " establishment of the institute of land administration Bahir Dar University (BDU-ILA)" The project currently offers a 4-year BSc. education program in land administration. The collaboration is supported by Swedish government through Sida. The project has identified gender, HIV/AIDS and environment as important cross cutting issues for the institute of land administration. In order to strengthen the capacity of BDU-ILA in incorporating gender, HIV/AIDS and environment as important cross cutting issues, the project invites local consultants/experts in the area of gender, HIV/AIDS and environment to carry out the following.


Develop a draft policy document and an implementation strategy

Strengthen the capacity of BDU-ILA staff on the above mentioned cross-cutting issues through training and development of training materials.


The consultant must have a team comprising relevant educational background and significant work experience in the areas of:

HIV aids and
In addistion to this the team member, should have
Pedagogical competence
Experience of developing offering training programmer

Strong commitment to the cross-cutting issues of gender, HIV/AIDS and environment

Experience with international development assistance organization sponsored project

Knowledge of land issue is desirable
Good knowledge of English
Experience of team-work and team-leading

The duration of the Consultancy service shall be in total 12 man weeks during the period end of September to end of December 2009.

How to Apply

Interested consultancy firms can obtain the complete set of biding document from BDUís administration Office Room No. 001 during office hour upon payment of non-refundable fee of Birr 50 (Fifty) only.

All Bid must be accompanied by a bid security of 1% of the bid amount. The bid bond shall be furnished in one of the following forms.

a)      Cash

b)      Certified cheque/CPO issued by a recognized domestic Band

The qualified Consultancy firm should submit in sealed envelopes both

a)      Technical proposal and b)      Financial Proposal

The technical proposal should have as annexes

i)        CVs of the consultants expected to undertake the work

ii)       Copies of renewed professional and trade licenses of consultancy firm, VAT Registration certificate and other related certifications.

Sealed bids marked as Tender for consultancy service and be addressed to Bahir Dar University procurement and property administration support process, P.O. Box 79 Officer Number 001, Bahir Dar will be received on or before October 19/2009 until 5:00 p.m. Bids received after the clothing time will be automatically rejected.

Bid received in time and fulfilling the other formalities shall be opened in the presence of interested bidders or their representatives at 10:00 a.m. on October 19,2009 .

The University reserves the right to reject all or parts of this bid.
