Invitation for Proposals

1.      The Federal Democratic Republic of Ethiopia (hereinafter called “Government”) has received financing from NUFFIC, Government of Netherlands (hereinafter called “Fund Provider”) toward the cost of Leadership and Management Capacity Development in Ethiopia Higher Education and intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued.

2.      Harmaya University now invites propsoals to provide system developing services for Design and Development of Automation System for Student Academic Support Service (SASS). More details on the services are provided in the Term of Reference.

3.      The Request For Proposals (RFP) has been addressed to all consultants through open tender procedure.

4.      A firm will be selected under Quality-and Cost-Based Selection (QCBS) procedures described in this RFP.

5.      Bidding document may be purchased at the Harmaya University Liaison  Office in Addis Ababa, General Education Curriculum Frame Work Development Department Building, Office No.355 in front of American Embassy, Tel. 011 23 66 01 Or 0911 20 89 04 for a non-refundable fee of Ethiopian Birr 150 (Ethiopian Birr One Hundred Fifty),. Bidding document may also be purchased from the purchasing and Sales Department office at Haramaya University Main Campus, Tel. 025 553 00 16 Or 553 00 349.

6.      Bids shall be valid for a period of 90 days after Bid Opening and must be accompanied by a bid security of Birr 5,000 (Birr Five Thousand) in the form of Cash or CPO. The bid shall be delivered to Harmaya University Addis Ababa Liaison Office, General Education Curriculum Frame Work Development Department Building Office No.355, In front of American Embassy, Addis Ababa, Ethiopia or at Harmaya University Purchasing Embassy, Addis Ababa, Ethiopia or at Harmaya University Purchasing office on or before 2:00 P.M. on May 16, 2010 at which time bids will be opened in the presence of bidders or bidders’ representatives who wish to attend.
