Federal Democratic Republic of Ethiopia (hereinafter called
“Government”) has received financing from NUFFIC, Government of
Netherlands (hereinafter called “Fund Provider”) toward the cost of
Leadership and Management Capacity Development in Ethiopia Higher
Education and intends to apply a portion of the funds to eligible
payments under the contract for which this Request for Proposals is
