Amendment to Notice of Invitation for Bids

Ethiopian Roads Authority has posted a notice of Invitation on March 18 and 19 on The Ethiopian Herald Newspaper for Mazoria-durame-Durgi-Omo Nada Road project, Contract I: Km 0+000 to Km 100+000 Road project. However, the length of the advertised contract has been changed from100km to71.2 km. accordingly; the notice of invitation is amended as follows:

1.      The Government of the Federal Democratic Republic of Ethiopia has allocated sufficient budget towards the cost of Mazoria-Durame-Durgi-Omo Nada Road Project, Contract I: Km 71+200 and intends to apply part of the proceeds to eligible payments for the construction works under this contract.

2.      The project Road id located inn the south western part of the country in SNNPRS and Oromia National Regional States. The work under this contract consists of the construction of Contract 1Km 0+000 to Km 71+200.The work under this contract is upgrading of the road to a two lane bituminous surfaced Road, each lane having a width of 3.5m and shoulder width of 1.5m on each side. The work also includes the construction of minor and major drainage structures.

3.      The Ethiopian Roads Authority now invites bidders to submit sealed bid for providing the necessary labor, material and equipment for the construction of this road project.

4.      Interested bidders shall submit the following evidence;

a.       in the case of Ethiopian Bidders, Certificate of Registration from Ministry of Works and Urban Development with Category  GC-1 or RC-1 renewed for 2002 EFY. And other appropriate documentary evidence demonstrating the bidder’s compliance, which shall include:

i.        Trading License renewed for 2002  EFY; and

ii.      Tax Clearance Certificate, Which state that the bidder can participate in any public tender and valid at deadline of bid submission, and VAT registration Certificate.

b.      In case of bidders other than Ethiopians; business organization registration certificate or trade license issued by the country of establishment.

5.      Bidding will be conducted though the National Competitive Bidding (NCB) procedures and is open to all eligible bidders as specified and defined in the bidding document.

6.      Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below from 8:30 to 12:30 and 1:30 to 5:30 pm from Mondays to Thursdays and 8:30 to 11:30 and 1:30 pm to 5:30 pm on Friday’s local time. A complete set of bidding documents prepared in English language may be purchased by interested bidders on submission of a written application to the address below and upon payment of a non-refundable fee of ETB 750 effective as of April 28, 2010. The method of payment shall be in cash or direct deposit to ERA’s account number NBE 0160101011500. 7.      Bidders shall submit two envelopes, “Qualification information &Bid Security” in one envelopes and “Financial Bid” separately in another envelopes and should be sealed in an outer envelope.

8.      Evaluation is to be carried out in two stages, qualification information first and financial Bids of qualified bidders next.

9.      Bids must be delivered to the address below on or before June 03, 2010at 2:30pm.All bids must be accompanied by a bid security of ETB 100,000. Late bids will be rejected. Qualification information and bid security of the bidders will be opened in the presence of bidders or representatives who choose to attend at the address below on the final date and time of bid submission as stated above.
