Ministry of Water Resources of Ethiopia Feasibility EIA/SEIA studies for the Mandaya and Beko-Abo Multipurpose projects.

The Ministry of Water Resources of Ethiopia (MoWR) has received grant from the Government of Norway for full EIA/SEIA feasibility studies of the Manadaya and Beko-Abo Multipurpose projects.

The Two projects are expected to provide hydropower generation and improvements with regards to flooding, siltation, irrigation and water conservation. The projects shall therefore be studies as multi-purpose project and focus on and undertake necessary studies in Egypt & Sudan to ensure adequacy of the database in these respects.

The preparation of Manadya and Beko Feasibility studies shall be coordinated with the joint multipurpose project (JMP) studies. The Easter Nile Technical Regional Office (ENTRO) has launched a sub-program called the joint Multipurpose program (JMP). The main objective of the EIA/SEIA in support of the Technical Feasibility Studies of the Mandaya and Beko-Abo Multipurpose projects (on the Main Abay River) is to produce bankable reports that will analyze and document all important aspects required for normal approval of the projects by the ministry of Water Resources and other government authorities of Ethiopia. As such, the projects shall be prepared as multipurpose projects as part of JMPI identification. In the studies, emphasis shall be placed on the interaction between the EIA/SEIA and the Technical study Teams.


1.      The ministry of Water Resources of Ethiopia (MoWR) now invites eligible consulting firms to provide the services. Interested consulting firms must provide sealed proposals( Technical & Financial Proposals) in the form of one original and six identical hard copies as well as electronics copy of same as a Word document (s) or PDF files (s),

2.      Complete set of bid documents can be obtained during working hours from the date of the first announcement notice advertised (on the Ethiopian Herald and the Royal Norwegian Embassy Web page, www.norway, from Ministry of Water Resources, Addis Ababa,  Dams and Hydropower Directorate, Room Number 007 against payment of non-returnable fee Birr 100 (One Hundred).

3.      Local Bidders should abide with the regulation and rules specified by the Government of Ethiopia. Failure to do so might result in automatic rejection from the bid.

4.      Consulting firms currently working for JMPI ID (ENTRO) & Technical Consultants for Mandaya &Beko Abo are not eligible.

5.      Original and copy of bids (proposals) should be submitted in a wax-sealed envelope (i.e. Technical and Financial proposals separately) to the address stated below before: 14:00 hourís local time on 21 May 2010.

6.      Bids shall be valid for a period of 120 days after bid opening and must be accompanied by bid security of Birr, 100,000 (Hundred Thousand Birr).

7.      Technical proposal will be opened in head office of the Norwegian Water Resources and Energy Directorate (NVE), Oslo, Norway at 16:00hours local time on 21 May 2010.Financial proposal for Technically responsive bidder shall be opened during contract negotiation.

9.      The Ministry of Water Resources reserves the right to reject any part of all bids, if necessary.
