Title: Drilling and Construction of Water Wells

1.      The Government of Ethiopia has received credit &  grant from IDA toward the cost of the Water Supply and Sanitation Project and it intends to apply part of the funds to cover eligible payments under the contract for Procurement of Contractors for Drilling and Construction Boreholes in Butajira Town.

2.      Butajira Water Supply and Sewerage Enterprise now invites for the water well drilling sealed bids from all eligible bidders for renewed business license valid for 2009/2010. The site is located around the town of Butajira is located in Southern Nations and Nationalities Peoples Regional State. For each drilling site, the borehole drilling contracts will be given with locations.

3.      The project in short comprises: drilling and construction of 3 deep wells including drilling, electrical and litho logging, supply and install of steel screen and blind casing installation, gravel packing, well development, water quality tests, Pumping test and analysis, Well completion report, The drilling depth will be 250 m depth with drilling diameter of about 14 inch for the top 150m and 8 inch for the lower 100m as specified in the BOQ pertinent to the technical specifications.

4.      Bidding will be conducted through the National competitive bidding (NCB) procures specified in the World Bank’s Procurement guidelines under IDA credits/grants and is open to all eligible contracts as defined in the guidelines.

5.      Interested bidders has to provide information on, available construction tools such as, Rigs, Compressor and Vehicle; experience in similar project, available skilled and semi skilled man power, financial situation and other relevant information as specified in the bid document.

6.      Interested eligible bidders may obtain further information from Butajira Town water Supply and Sewerage Enterprise, P.O. Box 16, Butajira Town, Ethiopia, Attention: Ato Habtamu Mekuria, Tel. 046 115 00 78 and inspect the bidding documents at the address given below from 08:30 to 17:00 hours.

7.      A. complete set of bidding documents in English may be purchased directly from Butajira Water Supply and Sewerage Enterprise, up on payment of a non-refundable fee ETB 300 (Three Hundred Ethiopian Birr) from the date of first announcement of this notice on The Ethiopian Herald in office hours. The method of payment will be cash or Bank certified cheque at the Butajira Water Supply and Sewerage Enterprise cash office. The bidding documents will be collected by the interested bidder.

8.      Bids shall be valid for a period of Ninety (90) days after bid opening and must be accompanied by bid security (only Bank guarantee) 2% of the offered bid price excluding the 15% VAT. The bid shall be delivered to the address specified in Paragraph 12 on or before 11:00 A.M. on 30th March 2010.

9.      The interested bidders will be requested to offer technical and financial proposals separately but sealed in one envelope as specified in the bidding documents to be provided. Bid closing date is 30th March 2010, at 11:00 A.M. local time.

10.  Bids shall be opened at 11:00 A.M. on 30th March 2010 in the presence of official representatives of the bidders, who wish to attend at the conference room at the Office of Butajira Town Water Supply and Sewerage Enterprise: Electronic bidding will not be permitted. Late bids will be rejected.

11.  Butajira Town Water Supply and Sewerage Enterprise reserves the right to accept or reject the entire bid and to annul the bidding process.
