1.      The Federal Democratic Republic of Ethiopia has received a credit from the International Development Association towards the cost of the Urban Local Government Development Project (U/GDP/ part of which is provided to Dire Dawa City Administration. The City administration intends to apply part of the funds to cover eligible payments under the Contract for the Project “(One Public latrine), Dire Dawa City” for which this invitation for bids is issued.

2.      The Dire Dawa Administration Sanitary & Beautification Agency now invites sealed bids from eligible bidders for Project-“ (One Public latrine), Dire Dawa City Contract. Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s guidelines: Procurement under IBRD Loans and IDA Credits and is open to all bidders from eligible source countries as defined in the guidelines. Domestic suppliers and Contractors of Category GC/BC 6 and above, with licenses valid for the year 2009/10 are eligible to participate in the bid.

3.      A complete set of bidding documents can be purchased starting from the date of announcement on The Ethiopian Herald for 21 Calendar days from Dire Dawa Administration Sanitary & Beautification Agency Office at the address given below during working hours upon payment of a non-refundable fee of Birr 300 or its equivalent in a freely-convertible currency. Interested bidders can purchase additional sets or may obtain further relevant information at the same address.

4.      Bids shall be delivered to the above office on or before 10:00 A.M. hours at the end 21 Calendar days and shall be accompanied by a Bid Security of not less than 1% of Bid Amount in the form of CPO only, or Bank Guarantee.

5.      Bids shall be valid for a period of 90 days after bid opening.

6.      Bids will be opened in the presence of the bidders/representatives who wish to attend at the Dire Dawa Administration Sanitary & Beautification Agency Conference Hall at 10:30 A.M. hours on at the end 22 Calendar days.

7.      The Dire Dawa City Administration reserves the right to accept or reject any bid, and annul the bidding process.
