invitation for bids follows the General Procurement Notice (GPN) for
the program that appeared in Development Business, issued No.
3405769 of 24 December 2008.
Federal Democratic Republic of Ethiopia has received a
credit/financing form the International Development Associations
(IDA), the Fast Track Initiative Catalytic Fund (FTI CF) and other
development partners-the Netherlands, UK Department for
International Development (DFID), Italian Development Cooperation
and Finland-through a Multi-Donor Trust Fund toward the cost of the
GEQIP Project and it intends to apply part of this proceeds to
payments under the Contract for procurement of the textbooks and
teacher guides listed below.
Ministry of Education (MoE) now invites sealed bids from eligible
bidders for the development, printing and distraction of textbooks
and teacher guides for the following subject and grades:

will be conducted through International Competitive Bidding (ICB)
procedures specified in the World Bank Guidelines: “Guidelines:
Procurement Under IBRD Loans and IDA Credits” dated May 2004,
revised October 2006; and is open to all bidders from eligible
source countries as defined in the Guidelines.

contacts within the last five years, as specified in the bid
document. A margin of preference for goods manufactured domestically

interested bidders on the submission of a written application to the
office below upon payment of a non-refundable fee ETB 250 or USD 20
for the Bid document and ETB 250 or USD 20 for each lot of syllabi.

bids must be accompanied by a bid security of USD 25,000 or an
equivalent for amount in a freely convertible currency for the
amount/s specified in the Bid Document. The bid security shall be in
the form of a certified cheque, letter of credit or bank guarantee
form reputable banking institution. Bid security in the form of an
insurance bond shall not be accepted.
Pre-Bidding Conference will be held at the Ministry of Education,
Arat Kilo,. Addis Ababa, Ethiopia on Friday 9 April
2010. All bids who have purchased bid document will receive a
written invitation to attend the Pre-Bidding Conference.
