Water Supply, Sanitation, and Hygiene Project, Credit 3901-ET and Grant H850-ET
IFB Title-Deep Well Drilling & Construction, National Competitive Bidding (NCB)

1.      The SNNP Regional Water Resources Bureau trough the Government of Ethiopia has received Grant from Department for International Development (DFID) to ward the cost the water Supply, Sanitation and Hygiene project and it intends to apply part of funds to cover eligible payments under the contract for Deep Well Drilling and Construction for town with a population less than 15,000 Water Supply, Sanitation & Hygiene project in the region.

2.      The SNNP Regional Water Resource Bureau now invites wax-sealed bids from eligible bidders for Drilling and Shallow and Deep Well.

3.      Bidding will be conducted through the National Competitive Bidding (NCB) a procedure specified in the World Bank’s Guidelines: Procurement under IDA Credits, and is open to all bidders from eligible source counties as defined in the Guidelines.

4.      Bids shall be valid for a period of Ninety days (90) days after Bid opening.

5.      Bid must be accompanied by bid security of 50,000 Birr for each lot in the form of Bank Guarantee, CPO (Certified Payment Order) and shall remain Valid for 120 (One Hundred Twenty) days. Insurance bond is not acceptable.

6.      Qualification requirements include: (i) ownership (or existing lease) of a suitable drilling rig and Compressor (ii) liquid assets of at least 10 percent of the bid price, and (iii), an experienced drilling team. Additional details are provided in the bidding documents.

7.      Bids must be delivered to SNNP Regional Water Resources Bureau, Room Number 05 Hawassa City, Tel. 251 462 20 99 74, E-mail Wmerdb@ethionet.et at or before 2:00 P.M. on the 21st day of announcement this invitation for bids notice on The Ethiopian Herald Newspaper. Bids shall be opened at 2:30 P.M. on the same date in the presence of the bidders or their legal representatives who wish to attend.

8.      Electronic bidding will not be permitted. Late bids will be rejected.

If their will be public holiday on this date, the closing and opening of the bid will be take place on the next working day at the same time and the same venue.

11.  The SNNP Regional Water Resources Bureau reserves the right to accept or reject any or all bids.

12.  A complete set of Bidding Documents in English may be purchased directly from the Water Resource Development Bureau upon payment of a non-refundable fee for each lot Birr 300 or equivalent amount by interested bidders on submission of a written application to the address indicated below:
