IFB Title-shallow Well Drilling & Construction

1.      The Government of Ethiopia has received a Grant from Department for international Development (DFID) toward the cost of the water supply and sanitation project and it intends apply part of fund to cover eligible payments under the contract NCB/TIG/DFID/BH /007/2010 for shallow well Drilling and construction.

2.      The Tigray Regional Water Resources, Mines & Energy Bureau now invites sealed bids from local eligible bidders for the Construction of 84 shallow wells & 2 Deep wells.

Lot 1 consists of 20 SWs & 1 DW in Welkait Woreda
Lot 2 consists of 2 SWs in Tsegeda Woreda & 16SWs in
        Tselemti Woreda
Lot 3 consists of 12 SWs & 1DW in T/Adibo Woreda

Lot 4 consists of 16 SWs in D/Tembien Woreda.

3.      The award will be decided on a lot by lot basis in each category. Bidders may bid for one or more lots. However, no bidder will be allocated more than 1(one) lot per drilling rig.

4.      Bidding will be conducted though the National competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: procurement under IDA credits, and is open to all bidders from eligible source countries as defined in the Guidelines.

5.      Bids shall be valid for period of Ninety (90) days after bid opening and must be accompanied by bid security (unconditional Bank Guarantee, CPO or in cash) of Birr 200,000 (Two Hundred Thousand) they shall be delivered to Tigray Region Water Resources, Mines & energy Bureau, procurement section, Room No. 17, Tel +251 344 41 63 30 or 40 66 77 or 8 or 9, Fax + 251 344 40 10 64,Mekelle, Ethiopia on or before 3:00 pm May 4, 2010. Bids shall be opened at 3:30 pm May 4, 2010 in the presence of the bidders who wish to attend. Electronic bidding will not be permitted. Late bids will be rejected.

6.      Qualification requirements include: (i) ownership (or existing lease ) of a suitable drilling rig, (ii) completion of at least two shallow well construction contracts of similar size in each of the last one year, (iii) annual turnover of 1.5 times the bid value for shallow wells in each of the last three years, (iv) liquid assets of least 1/3 the contract value and (v) experienced drilling team. Additional detail is provided in the Bidding Documents.

7.       A complete set of Biding Documents in English may be purchased directly from the Tigray Region Water Resources, Mines & Energy Bureau, upon payment of Anon-refundable fee Birr 300 (Three Hundred Birr) by interested bidders on submission of a written application to the address indicated below:

8.      The interested bidders will be requested to offer technical and financial proposals with three copies separately but sealed in one envelope as specified in the bidding documents to be provided.

9.      Bidders should present renewed Business license from Ministry of Water Resources & Trade, VAT registration card, VAT declaration and TIN No. valid for 2009/2010.

10.   Tigray Regional Water Resource, Mines & Energy Bureau reserves the right to reject all or part of the bid.
