Project, Grant No. TF091704
Invitation for supply of Electrical Submersible Pumps
And Diesel Engine Driven Generator

1.      The Government of Ethiopia has received a Grant from Department for International Development (DFID) toward the cost of the Water supply and sanitation project and it intends to apply part of fund to cover eligible payments under the contract TIG/DFID/SMP/04/2010 for supply of Electrical submersible pumps and Diesel Engine Generator.

2.      The Tigray Regional Water Resource, Mines & Energy Bureau now invites sealed bids from eligible and qualified bidders for the supply of 14 (Fourteen) Electrical submersible pumps and 4 (Four) Diesel Engine Driven Generator having VAT certificate, VAT declaration, TIN No. &renewed business license valid for 2009/2010.

3.      Bidding will be conducted though the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guideline: procurement under IDA Credits, and is open to all bidders form eligible source countries as defined in the Guidelines.

4.       Interested eligible bidders may obtain further information from the address given below and inspect the bidding Documents at that address from 8:30 am to 5:30 pm Monday to Friday.

5.      Bidder should have the experience on supplying at list two contracts similar size in the last three years, supported with names of clients, type and value of contracts. Additional Details are provided in the Bidding Documents.

6.      A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the Tigray Regional Water Resource, Mines & Energy Bureau, and procurement section at the address given below, upon payment of ETB 300 (Birr Three Hundred) non-refundable fees. The method of payment will be in cash or cheque against receipt. The Bidding documents will be collected by a person delegated by the bidder.

7.      Bids must be deliver to the Tigray Regional Water Resource, Mines & Energy Bureau procurement section Room Number 17,P.OBox 520 and Mekelle, Tel,(0344) 41 63 30 or 41 17 95 or 40 66 77  or 8 or 9, at or before 3:00 pm an May 3, 2010. Electronic bidding will not be permitted. Late bids will be rejected.

8.      Bids will be opened in the presence of the bidders or respective who choose to attend in person at 3:30 pm on May 3, 2010 at the Tigray Regional Water Resource, Mines & Energy Bureau, procurement Department, Room Number 17, P.O. Box 520, Mekelle Town. Bids shall be valid for a period of Ninety (90) days after bid opening and must be accompanied by bid security of Birr 40,000 (Forty Thousand Birr) in the form of unconditional Bank Guarantee, CPO or in cash. The Tigray Regional Water Resource, Mines & Energy Bureau reserves the right to reject all or part of the bid.

9.      The interested bidders will be requested to offer technical and financial proposals separately but sealed in one envelope as specified in the bidding documents to be provided.
