Tigray Regional State, Water Resources, Mines and Energy Bureau Project: Water Supply, Sanitation and Hygiene Project IDA/MDTF/DFID CR. # 390-ET and Grant # H085 ET: & TF091704, Bid No. TIG/IDA/WS/002/2009

Title: Water Works, Supply and Installation of Pipes and Fittings and Electromechanically Equipments for Mehoni Town

1.      The Government of Ethiopia has received credit & grant from IDA toward the cost of the Water Supply and Sanitation Project and it intends to apply part of the funds to cover eligible payments under the Contract TIG/IDA/WS/002/2009 for the construction Mehoni Town Water Supply Project (Civil works, Equipment & Material Supply).

2.      The Tigray Region Water Resources, Mines & Energy Bureau now invites sealed bids from local eligible bidders for the construction of Mehoni Town Water Supply Project having VAT certificate, VAT declaration, TIN No. & renewed business license valid for 2009/2010. The site, the Town of Mehoni, is located in the Tigray National Regional State at a road distance of 120 km south of Mekelle.

3.      The project in short comprises: supply and installation of submersible pumps, Generators, Construction of electric line from near by grid and supply and installation of 8.5 kms of (GS/GI/HDPE) pipes, construction of ancillary buildings and other appurtenant works at Mehoni, town as specified in the BOQ pertinent to the technical specifications.

4.      Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Procurement guidelines under IDA credits/grants and is open to all eligible national contractors as defined in the guidelines.

5.      The interested contractors has to provide information, available construction tools such as, Vibrator, Mixer and Vehicle; experience in similar project, available skille, and semi skilled man power and other relevant information as specified in the bid document.

6.      Bids shall be valid for a period of Ninety (90) days after bid opening and must be accompanied by bid security (Bank guarantee or CPO) of Birr 140,000 (One Hundred Forty Thousand). They shall be delivered to the above office on or before 3:00 pm April 7, 2010. Bids shall be opened at 3:30 pm April 7, 2010 in the presence of the bidders who wish to attend. Electronic bidding will not be permitted. Late bids will be rejected.

7.      The interested bidders will be requested to offer technical and financial proposals separately but sealed in one envelope as specified in the bidding documents to be provided.

8.      A complete set of bidding documents in English may be purchased directly from Tigray National Regional State Water Resources, Mines and Energy Bureau Mekelle, Regional WaSH Program Coordination Unit, Room No. 07, upon payment of a non-refundable fee ETB 400 (Four Hundred Ethiopian Birr) from the date of first announcement of this notice on The Ethiopian Herald in Office hours and must be submitted in the same address. Bidders may communicate for clarification in the address mentioned paragraph 10.

9.      The Bureau reserves the right to accept or reject all or parts of the bid.
