National Competitive Bidding (NCB)

1.      The SNNP Regional Water Resources Bureau through the government of Ethiopia has received credit and grant from the IDA-DFID toward the cost of the Water Supply and Sanitation Project and it intends to apply part of funds to cover eligible payments under the Contract for Masha Town Water Supply Project.

2.      The SNNP Regional Water Resources Bureau now invites sealed bids from local or international eligible bidders for the construction of Masha Town Small Works Contract-Civil Work and E & M Supply and Installation Project in Masha Town Sheka Zone in the region.

3.      The Project in short comprises, Construction of Pressure main from clear Water Reservior, Construction of Distribution system, Construction of 5 (Five) Anchor, Construction of 15 (Fifteen) Value chambers, Construction office and Store/workshop building supply and installation of surface pump, and other appurtenant works for Masha-twon Water Supply Project.

4.      Bidding will  be conducted through a National Competitive Bidding (NCB) procedure specified in the World Bank’s Guidelines: Procurement under IDA Credits, and is open to all bidders from eligible source counties as defined in the guidelines.

5.      Bids shall be valid for a period of Ninety (90) days after bid opening.

6.      Bids must be accompanied by bid security of 50,000 Birr in the form of bank guarantee or CPO and shall remain valid of 120 (One Hundred Twenty) days. Insurance bond is not acceptable.

7.      Bidders must obtain registration for category GC 5 or WC 5 and above with valid license for the current year.

8.      Qualification requirement include: 1/owener ship and/or exiting lease of relevant equipment and machinery 2/experience in water works construction specifically similar nature. 3/availability of relevant experienced personnel as provided in the bidding document with others additional details.

9.      A complete set of bidding documents may be purchased by interested bidders on the submission of a written application and copies of necessary renewed licenses with originals from SNNP Regional Water Resources Bureau, Procurement, Finance and Property Adm. s/process, Room No. 05, Hawassa city, Tel. 046 221 24 69 at or before 2:00 P.M. on 30th day of announcement of this invitation for bids notice on The Ethiopian Herald newspaper upon payment of a non-refundable fee of Birr 300.

10.  Bids must be delivered to the SNNP Regional Water Resources Bureau, Room Number 05, Hawassa City, Tel. 046 221 24 69 at or before 2:00 P.M. on 30th day of announcement of this invitation for bid notice on The Ethiopian Herald Newspaper. Electronic bidding will not be permitted. Late bids will be rejected.

11.  Bids will be opened in the presence of the bidders/their representatives who choose to attend in person at 2:30 P.M. on 30th day of this announcement on The Ethiopian Herald Newspaper at SNNP Regional Water Resources Bureau, Hawass City. If there will be public holiday & weekend on this date, the closing and opening of the bid will take place on the next working day at the same time and the same venue.

12.  The SNNP Regional Water Resources Bureau reserves the right to reject all or part of the bid.
