Invitation to Prospective Management Contract Partners For
Expression of Interest in 5 Public Enterprises
The Public Enterprises supervising Authority (PESA) is an
autonomous government office which is entrusted with the tasks of
supervising, guiding, supporting and controlling state-owned
enterprises to render them competitive and profitable and thereby
enabling them to play significant roles in the implementation of the
country's industrial development strategy and the enhancement of
economic growth.
Along this line, efforts need to be exerted to bring the enterprises
to a competitive position through capable domestic/foreign
private/public companies' partnership. Consequently, PESA intends to
find reliable and capable local and foreign partners to undertake
the management of said enterprises by drawing up and concluding
management contacts. As a second preferred options, joint
investment, leasing and export-partnerships modalities could be
used.
PESA invites prospective foreign and local companies to express
their interest to enter into a management contract that is a
preferred and main options considered for these 5 textile public
enterprises to be a manager/operator. The second preferred options
are joint investment, non-equity joint venture, and lease with
Public Enterprises to be a joint owner, strategic partner, or
lessee. PESA expects the management contract to last for a period of
2/3 years with a possibility of extension depending on the outcome
performance achieved.
The list of enterprises that may be conducted out following the
conclusions of management contracts are presented hereunder.

The respective enterprise profiles are attached separately and may
be available upon request.
Forms of collaboration, aspects of participation, pre-qualification
criteria and forms of submission are clearly specified within the
documents to be availed by PESA on request or may be found in the
web site referred to above, the deadline is July 30, 2004.
Interested parties, either individually or as a consortium should
submit, in 3 duplicates, the Expression of Interest ("Eol"),
together with Statement of Legal Capacity which shows proof of the
authorized signatory is vested with requisite powers to furnish such
letter and authenticate the same, in hard copy format in English and
each copy shall be bound in a separate volume at the following

Each Eol package submitted must be clearly marked on the outside
indicating the particular public enterprise chosen to work with. In
the event a single party is interested in more than one enterprise,
it should submit separate EoIs for each individual enterprise.
All expressions of interest must be received by mail or fax starting
from the date of issue of this notice at the address stated above.
The Public Enterprises Supervision Authority reserves the right to
cancel the offer partially or fully.
