1.      The Government of The Federal Democratic Republic of Ethiopia has issued Proclamation No. 173/1999 to establish pre-shipment inspection scheme;

2.      The Pre-shipment inspection company is SGS-SOCIETE GENERALE DE SURVEILLANCE S.A.

3.      Scope of applicability

a)      Pre-shipment inspection to be carried out in accordance with this proclamation shall apply to all goods imported into the customs territory of Ethiopia except those treated with special conditions like gold, precious stones, objects of arts, crude oil and refined petroleum, explosives and pyrotechnic products, ammunition, weapons, other military equipment, live animals, fresh, chilled or frozen fruits, vegetables, fish and meat, fresh eggs, scrap metals, current newspapers and periodicals, fertilizers, household and personal effects including a used motor vehicle, post or commercial samples.

b)      Pre-shipment inspection shall not be conducted on consignments with a FOB value in proforma invoice or indent or purchase order of USD two thousand or less.

c)      Pre-shipment inspection shall not be carried out on goods imported by diplomatic and consular missions as well as specialized agencies of the UN and OAU for their official use; including any goods obtained as donations.
 

4.      The pre-shipment inspection shall cover price and exchange rate verification; quality; quantity; packaging; tariff classification.

5.      Procedures for Importation of goods through the opening of the letter of credit; and without letter of credit are indicated in Proclamation 173/1999.

6.      Council of Ministers Regulations No. 56/1999 stipulates that the importer shall pay pre-shipment inspection service fee of 1% of the CIF value of all imports for which Clean Report of Findings (CRF) and/or Non-Negotiable Report of Findings (NNRF) have been issued on the outcome of the inspection.
